Welcome to NPHVA – Supporting Drivers Every Step of the Way

At National Private Hire Vehicles Association (NPHVA), we’re here to help drivers like you. Whether you’re new to the road or have been driving for years, we have benefits and support to make your journey smoother.

NPHVA supports private hire drivers, including combi-bus and limousine drivers, who use ride-hailing apps or offer chauffeured services. NPHVA works with the government and other important groups to protect drivers’ jobs and welfare, making sure they have fair working conditions and the support they need.

NPHVA represents the collective interests of private hire drivers providing point-to-point (P2P) services which includes traditional private limousines, combi-buses, ride-hailing applications, and other chauffeured services.

NPHVA seeks to safeguard the welfare and livelihood of private hire drivers and works with government and other stakeholders in the industry.

Our History

2016

  • Engagement with LTA on PDVL: NPHVA advocated for driver inclusion in the Private Hire Car Driver’s Vocational Licence (PDVL) process.
  • MOU with Grab: Established a feedback mechanism for drivers, securing 6 months of free membership for up to 1,000 drivers.
  • Successful Advocacy on HDB Parking Fees: Prevented an increase in parking fees for commercial vehicles.
  • ERP Pay Scheme and Vehicle Inspection Fees: Raised concerns with LTA about high costs for combi-bus drivers.
  • Increased Driver Engagement: Conducted weekly "Kopi sessions" to gather feedback, which helped shape future advocacy efforts.

2017

  • Engagement with LTA on Enforcement and Regulations: Addressed key issues like foreign registered vehicles and child seat exemptions, leading to improved regulations.
  • MOU with UBER: Finalized an agreement to enhance driver engagement and feedback mechanisms.
  • Tripartite Workgroup Discussions: Participated in discussions on tax deductibles, accident protection, and social security for drivers.
  • NTUC GIFT Policy Renewal: Provided insurance coverage to 5,192 members, securing financial protection.
  • Advocacy on FRVs: Continued efforts to address foreign registered vehicle issues, working with LTA to enhance enforcement.

2018

  • Grab Pay Consortium Benefit: Explored partnerships to offer financial benefits to drivers, such as Grab Pay credits.
  • Joint Events with NTA: Fostered driver engagement and community-building through events like Iftar and Hari Raya Lunch.
  • NTUC U Care Assistance Programmes: Provided financial relief to drivers through U-stretch and Back-to-School vouchers.
  • Engagement with GoJek: Initiated collaboration with Go-Jek to improve driver welfare as they entered Singapore.
  • Land Transport Master Plan 2040: Contributed to public consultations, ensuring drivers' perspectives were included in long-term policies.

2019

  • NPHVA Education Grant: Launched a $30,000 education grant to support drivers’ families.
  • Tripartite Committee on Illegal Transport Services: Discussed CPF co-contributions and Inwards Vehicle Recording Device (IVRD) regulation with key stakeholders.
  • Work with IRAS on Fixed Expense Deduction Ratio (FEDR): Lobbied with IRAS to introduce the 60% FEDR for PHV drivers, simplifying tax filings by allowing fixed deductions for expenses.
  • Government Engagement on P2P Regulations: Addressed critical industry regulations with LTA, including safety bars and driver welfare.
  • Grievance Handling: Successfully addressed driver grievances related to rental disputes, platform suspensions, and insurance claims.

2020

  • COVID-19 Relief Efforts: Launched financial relief programs, including the Government-NTUC Driver Care Fund, to support drivers during the pandemic.
  • Health and Safety Advocacy: Advocated for better safety measures for drivers, rest areas and working with LTA on COVID-19 protocols.
  • Active Participation in the Tripartite Workgroup (TWG): NPHVA represented platform workers, advocating for protections like CPF contributions and work injury compensation, laying the groundwork for the PWAC.
  • Short-Term Relief Fund (STRF): Provided emergency financial aid to drivers affected by quarantine orders or stay-home notices.
  • Government Engagement on Rental Rebates: Collaborated with vehicle rental companies to offer rental rebates and deferrals to drivers affected by the pandemic.

2021

  • Platform Workers Advisory Committee (PWAC) Formation: Following the Tripartite Workgroup (TWG) recommendations, NPHVA participated in the formation of PWAC, which continued to advocate for platform workers on issues like CPF contributions and work injury compensation.
  • Enhanced NTUC Care Fund (COVID-19): Disbursed $2.3 million to 4,179 members affected by the pandemic.
  • NPHVA Education Grant 2021: Approved an $80,000 education grant, benefiting 773 children of members.
  • Safe & Gracious Driver Initiative: Launched a $24,000 program to promote driver safety and courteous behaviour.
  • Engagement on EV Infrastructure: Advocated for electric vehicle infrastructure to future-proof the industry and prepare drivers for upcoming regulatory changes.

2022

  • P2P Driver COVID-19 Temporary Relief Scheme: Provided financial support to 199 members affected by COVID-19.
  • NTUC U FSE Relief Scheme 2022: Helped drivers cope with higher fuel prices by offering up to $300 in relief.
  • Caltex Star Driver Programme: Provided a 20% upfront fuel discount and a 4% CPF Medisave contribution.
  • Engagement with LTA on Fare Evasion: Addressed issues with fare evasion and driver safety through discussions with LTA.
  • Medical Escort Pilot Training: Launched a training program offering career coaching and new income opportunities for drivers.

2023

  • Passage of the Platform Worker (PW) Bill: Secured protections for platform workers, including CPF contributions and workplace injury coverage.
  • MOU with Platform Operators: Signed agreements with Grab, TADA, and others to improve driver conditions, including training and benefits.
  • Dynamic Fare Structures Advocacy: Engaged platforms to implement fairer dynamic fare structures, improving driver earnings.
  • NTUC U FSE Relief Scheme: Concluded with 1,438 applications received and benefitted 305 members, providing financial relief to drivers.
  • Grievance Handling and Industry Advocacy: Addressed grievances and worked on regulatory changes to improve driver welfare.

2024

  • Passing of the Platform Worker Bill: Marked a significant victory for platform workers, securing protections for CPF contributions, workplace injury coverage, and stronger representation.
  • Work Injury Relief Scheme (WIRS): Disbursed $9,750 to 39 injured drivers by August, reflecting NPHVA’s strong support for injured workers.
  • Grievance Handling: Managed 76 grievances, addressing issues such as rental disputes and platform account suspensions.
  • Collaboration with CAG on Extended Parking Grace Period at Terminal 4: Secured an extended grace period for parking at Terminal 4 for all PHV drivers, benefiting drivers by reducing parking costs.
  • Collaborations with Platform Operators: Continued partnerships with Grab, TADA, Gojek, Zig, Ryde and others to improve driver welfare and address industry challenges.
